Lifeline Telephone Assistance 

The Lifeline program is a federal program that provides a monthly discount on phone or internet services for eligible households.

Think you qualify?

To participate in the program, consumers must either have an income that is at or below 135% of the Federal Poverty Guidelines or participate in one of the following assistance programs:

  • Medicaid – Federal Public Housing Assistance (section 8)
  • Supplemental Nutrition Assistnace Program (SNAP)
  • Supplemental Security Income (SSI) – Veterans Pension & Survivors Benefit
  • Additional eligibility criteria may apply to residents of federal recognized tribal lands

Terms & Conditions of Voice Telephony Lifeline Plans

Residential customers of Blanca Telephone Company dba Blanca Networks (“the Company”) who qualify for the Lifeline program receive a discount of $6.50 on local voice telephony service.

In all of the Company’s exchanges, the Lifeline single-line residential rate, including the federal subscriber line charge (“SLC”), is $18.00. This is the standard rate of $24.50 minus the $6.50 SLC (which is not fully covered by the $5.25 federal Lifeline discount for voice-only service).

All single-line residential customers, including Lifeline customers, have an unlimited number of minutes for calls made within their local calling area.

For calls outside of the local calling area, Lifeline customers may subscribe to unlimited long distance service offered by the Company at a non-discounted rate of $20/month. Lifeline customers may also choose another long distance carrier. Customers may elect to subscribe to toll blocking at no charge.

Lifeline program reductions do not apply to additional services such as custom calling features. Lifeline customers may subscribe to these services, where available, at the same rates offered by other customers.

Lifeline customers may subscribe to any generally available bundled service offering that includes voice telephony service.
